On April 29, the Sichuan Provincial Video Conference to Plan for Promoting Large-scale Equipment Renewals and Trade-ins of Consumer Goods was held in Chengdu. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the conference. He emphasized that it is imperative to faithfully implement the decisions and plans of the CPC Central Committee and the State Council and the requirements from the Sixth Meeting of the Commission for Financial and Economic Affairs of the CPC Sichuan Provincial Committee, actively seize major opportunities, move faster to establish a recycling system that facilitates willingness and convenience of replacements by following the overarching principle of "proactive initiation, solid implementation, and sustained efficacy," take concrete efforts to promote large-scale equipment renewals and trade-ins of consumer goods, and vigorously drive the transformation and upgrading of industries, as well as the enhancement in the quality of life for the people.

Huang Qiang pointed out that promoting large-scale equipment renewals and trade-ins of consumer goods serves both immediate and long-term benefits, not only stabilizes economic growth but also fosters transformation, proves advantageous to businesses and beneficial to the public, acts as the starting point to stimulate domestic demand potential and a practical means to develop new quality productive forces, and constitutes a systemic project and also a significant reform initiative. We must approach this initiative with strategic foresight and an overall perspective, take swift action, ground in practicality and tailor to local contexts while emphasizing tangible effects, surmount obstacles to development by innovating mechanisms, pursue a long-term approach in this endeavor, and progress this policy plan, which serves numerous households and enterprises, with rigorous, meticulous and solid work practices, ensuring it is executed effectively and beneficially.

Huang Qiang emphasized the necessity for innovative approaches to resolving the two critical issues: the willingness and convenience of replacements, and the subsequent actions following the replacements. Accelerating efforts are required to formulate substantial subsidy policies, enhance the interpretation, public communication, and guidance of the policies, and motivate businesses and the public to engage actively. Efforts are required to strengthen service support throughout the entire process, making the removal of outdated items more effortless and the trade-ins of new ones more gratifying. It is necessary to leverage the strengths of chain-leading companies and e-commerce platforms to optimize the recycling network, ensuring the effective management and processing of decommissioned equipment and discarded products, thereby significantly increasing the efficiency of resource regeneration and utilization. We need to utilize equipment renewals and transformation to capitalize on untapped investment potential and actively foster trade-ins of automobiles for energy-efficient models, home appliances for intelligent systems, and home renovations for smart updates, thereby unlocking consumer market potential. By promoting renewals and trade-ins, we endeavor to generate new demand, technologies and production capabilities, pave the way for developing new quality productive forces, encourage full coverage of digital and intelligent transformation across enterprises above the designated size, and solidly drive a new round of large-scale technological upgrades. We need to capitalize on market forces while better leveraging the government's guiding role, establish dedicated work groups, develop a mechanism for scenario simulation and post-event reviews, immerse ourselves in grassroots operations to ensure effective implementation, gain a detailed understanding of work progress to address bottlenecks and obstacles promptly, and foster a collaborative environment that promotes vertical integration and inter-departmental coordination.

Huang Qiang also made arrangements for the second quarter's economic work. He asked to expand effective investment with high-quality projects, continuously stimulate the consumption potential within sectors like culture and tourism, stabilize foreign trade and investment via enhanced measures, firmly stick to the bottom and red lines, and take solid and efficient efforts to fulfill the year's objectives and tasks.

Dong Weimin, a member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, presided over the conference and arranged key economic work for the second quarter.
